Bring water to a boil in a small pot. Mix in steel cut oats and salt and simmer until the water is absorbed, 15 -20 minutes
Meanwhile, saute peppers and onions in a skillet until softened to your liking. Season with chili powder, paprika, and garlic. Remove from skillet.
Cook your egg according to your preference. I made a soft boiled egg by placing in 1 inch of boiling water for 6 minutes, then plunging into ice water.
Serve the peppers and onions, salsa, cheese, and jammy egg over the steel cut oats in a bowl.
